Reuters said in the report that a spokesman for the State Council in the United States said that this visa action was taken under an announcement announced by Trump on May 29th, in response to China’s promulgation of the Hong Kong National Security Law. The spokesperson said, "As of September 8, 2020, the State Council has revoked the visas of more than 1,000 China citizens, who were deemed to be affected by Presidential Proclamation No.10043 and therefore were not eligible for visas."
However, according to the report, the spokesman also said that "unqualified high-risk graduate students and research scholars" only represent "a small part" of Chinese who went to study and research in the United States, while "legitimate students and scholars will still be welcome".
Earlier, Chad Wolff, acting secretary of the US Department of Homeland Security, declared in a speech that Washington was blocking "the visas of some China graduate students and researchers who are connected with China’s military integration strategy to prevent them from stealing or otherwise embezzling sensitive research results".
In addition, Wolff reiterated in his speech the accusations made by the United States against China’s so-called "unfair business practices and industrial espionage", including attempts to steal Covid-19’s research results, and accused China of abusing student visas and taking advantage of American academic circles.
Reuters said that some China students studying in American universities said earlier that they received an e-mail notification from the US Embassy or Consulate in China on Wednesday, informing them that their visas had been cancelled.
According to the report, nearly 50 students with F-1 academic visas, including graduate students and undergraduates, said in the WeChat chat room that these notices indicated that they would have to apply for a new visa if they wanted to go to the United States. Many people in the chat room said that they majored in science, technology, engineering and mathematics. Some people said that they were graduate students with bachelor’s degrees from China University, which is connected with the China People’s Liberation Army.
As a matter of fact, as early as the end of May and the beginning of June this year, the US side had already "blackmailed" some China students. At that time, the U.S. government announced restrictions on some China students studying in the United States, and some American politicians made a series of negative remarks against China students studying abroad.
In response, China’s Ministry of Education said at that time that China firmly opposed the wrong approach of the US government to restrict students studying in China, and resolutely opposed the politicization and stigmatization of normal exchange of studying abroad. American leaders have publicly welcomed China students to study in the United States for many times, but it is self-contradictory and reneged on their words to introduce relevant measures. China urges the United States to return to rationality, respect public opinion and do more things that are conducive to enhancing mutual exchanges and understanding between the Chinese and American people.
