The digital transformation of government services has become an important theme for governments at all levels to actively adapt to the trend of digital development, enhance the ability of government services, seize the opportunities in the digital age, and promote the modernization of governance capacity. In recent years, with the acceleration of the digital transformation of our government, the digitalization of government services plays an increasingly important role in improving the efficiency of government services and promoting the government service system and service facilitation.
Based on the research experience of government services in recent years and the experience of government digital projects, the Research Center for Business Environment of Minsheng Think Tank combs the process of digital transformation of government services, analyzes the concept, characteristics and main problems of digital transformation of government services, and provides suggestions and references for local governments to optimize government services and improve the level of government digital transformation. Today, the research on the current situation and problems of digital transformation of government services in China (Part II) was launched.

Main existing problems
(A) corporate customers and other digital services need to be upgraded.
In the process of handling affairs, the phenomenon of repeated reporting and multiple proofs still exists, and the experience of "doing things nearby and doing things at once" is not strong, the integration of online and offline services is not deep, and the materials required for handling matters online and offline are inconsistent, etc., which still occur from time to time in many fields. There is still a gap between the user experience and the application of mobile Internet, and the service capacity of special zones such as the public service zone, the service column for preventing and resolving the arrears of small and medium-sized enterprises’ accounts, and the service column for the elderly is insufficient. The "One Netcom Office" still needs to be deepened from "usable" to "easy to use and love to use".
The convenience of handling government affairs services related to enterprises still needs to be improved, and there are still problems such as complex application materials, many examination and approval links, long time consuming, and many departments involved in the same link. The key service needs of enterprises in the process of production and operation, such as reducing financing costs, facilitating tax payment and precise policy adaptation, lack digital support, and the digital service system covering the whole life cycle of enterprises still needs to be further improved.

(B) "One Network Office" level and service capacity need to be improved.
There are still some deficiencies in standardization, standardization and intensive construction of "One Network Office", and it is difficult to implement "One Network Office" and "One Network Office" because of the different norms and standards in different departments and fields. One-time notification, one-form application, one-time acceptance, one-line handling and unified certification can not be realized because of the failure to share information.
The online process of administrative examination and approval is not perfect, and the depth and dimension of "one network to run" are insufficient. Platform, component, agile and intensive application development mode has not been effectively established, and some professional and technical public support tools (such as geographic information platform) have not been widely used. The professional service level of on-site staff can’t keep up, and soft factors such as service awareness and service ability also restrict the service level and ability of "One Network Office".
(C) the application of new technologies and weak safety governance system
The application scope and depth of new technologies in the field of digital government are insufficient, and the government applications of new technologies such as 5G, artificial intelligence (AI) and blockchain are still in the exploratory stage. The safety governance system needs to be further improved, and the boundary of safety responsibility, overall safety planning, collaborative linkage of safety institutions, and practical safety training need to be further strengthened. Technical systems such as data sharing openness, personal privacy protection, government extranet security, government terminal security and password protection still need to be improved.
There is still a big gap in using information technology such as big data analysis to promote the shift to the new mode of "serving people", providing intelligent active, convenient and personalized services, and realizing the intelligence of government decision-making and social governance. There is still a long way to go to build efficient government services such as ubiquitous, intelligent, convenient, fair and inclusive digital service system. There are still great problems in increasing the utilization of new generation information technology, promoting technology integration, business integration and data integration as a whole, and improving the collaborative management and service level across levels, regions, systems, departments and businesses.

opinion suggestion
(A) to build a system of provincial and municipal rules.
On the basis of the national digital transformation system of government services, combined with the actual situation in the region, we will deepen exploration and innovation, continuously improve the structure and operation mechanism of the leading group for digital construction of regional government services, and strive to achieve linkage and coordination with regional smart cities, the "Tenth Five-Year Plan" development plan and other related planning and design.
At the whole regional level, we will build a standard system including new platforms, new channels, new mechanisms and new services for digital government services in batches, strive for new breakthroughs in the formulation of standards such as overall architecture, data governance, government services and safety management, help to form a systematic, professional and institutionalized smart city and digital government work pattern, and empower regional economic and social development with a scientific, standardized and innovative and exploratory system of rules and regulations for digital government services.

(2) Strengthening the core demands of benefiting enterprises and facilitating people.
We will continue to deepen the reform of "one network to run", vigorously promote the reform of "one thing at a time", and strengthen the implementation of the reform of government services and the normalization of existing problems. Focusing on the high-frequency issues that enterprises and the masses are highly concerned about and have a large amount of work, as well as the "one thing" involving multi-departments, multi-levels and multi-issues, we will make a personalized analysis of the enterprises and the masses, compile a form, sort out a set of materials, and customize the "granular" work guide and work procedures to provide accurate services for thousands of people through verification and supervision.
Give full play to the "sentinel" role of people’s livelihood appeal platforms such as 12345, find out the "urgent difficulties and worries" that the masses care about in time, find out the "pain points and difficulties" in urban management, strengthen source governance, and help grassroots governance to be precise and intelligent with the platform, digitalization and integration of people’s livelihood appeal work, and comprehensively improve the modernization level of government governance.
(C) Strengthen the application depth of digital government.
Strengthen the integration and application innovation of a new generation of emerging technologies such as blockchain, big data, Internet of Things, artificial intelligence and digital government construction, strengthen the combination and integration innovation of a new generation of information technology and special application sectors, and strive to achieve the ultimate flexibility, fault self-healing, convenient transplantation and rapid iteration of government service platforms and corresponding application sectors.
We will continue to optimize and upgrade the role of the new generation of information technology in the construction of digital government, and carry out digital and scene development on more matters year by year, so as to continuously expand and deepen the scope of digitalization. Further promote digital supervision, and strive to form a closed-loop supervision of big data monitoring, risk early warning, clue verification, investigation and disposal.
