Since June 1st, most parts of China have entered the main flood season, and the water levels of many rivers have exceeded the same period in 1998. According to the latest report of the National Defense General, although the flood control situation is very severe, the flood control situation in rivers is generally stable and the disaster prevention and mitigation work is under control.
[No longer helpless against the big flood]
Since the flood season, 15 provinces (autonomous regions and municipalities) in the south have ushered in 17 rounds of heavy rainfall, and 124 rivers have exceeded the warning water level. According to the national defense bulletin, the water levels in the main stream of the middle and lower reaches of the Yangtze River, Dongting Lake and Poyang Lake are higher than those in the same period in 1998.
The flood in 1998 has impressed the Chinese people so far: in that year, 20 million hectares of land were flooded, resulting in direct economic losses of more than 250 billion yuan. After a lapse of 18 years, will there be another flood in the basin?
Water conservancy experts said that before 1998, not to mention small and medium-sized rivers, even the dikes of major rivers did not all meet the design standards, and there was still a lack of controlled water conservancy projects. Many places were helpless against major floods. After so many years of management and construction, the river flood control engineering system has taken on a new look.
The data confirms the expert’s statement. Taking the Three Gorges Reservoir, the "backbone fortress" for flood control in the Yangtze River, as an example, the discharge has been gradually increased since April 22, and the real-time water regime at 8: 00 on May 31 shows that the water level in front of the dam has dropped to 148.62 meters.
This year, the flood waves brought by 17 rounds of heavy rainfall quickly disappeared in rivers and lakes, which is undoubtedly attributed to the long-term construction of water conservancy infrastructure in China.

Zhang Jiatuan, spokesman of the National Defense Office, said that since the beginning of this year, 675 counties (cities, districts) in 10 provinces (autonomous regions and municipalities) have issued 6287 county-level flash flood disaster warnings, and about 490,000 people threatened by flash flood disasters have been transferred.
According to the data provided by the Ministry of Water Resources, up to now, the national flash flood disaster prevention project has invested a total of 27.9 billion yuan, making it the largest non-engineering project in the history of water conservancy construction in China.

The "Guangdong Three-prevention Responsible Person Information Management System" has been built and put into use in Guangdong Provincial Three-prevention Headquarters, which contains the information of 536,256 registered three-prevention responsible persons in the province.
