At 11: 22 a.m. on the 14th, the official Weibo of ouhai district Environmental Protection Bureau of Wenzhou City, Zhejiang Province released a message saying: On March 14th, the people received a report from Wubai Environmental Protection Bureau of Ouhai Environmental Protection Bureau, reflecting the river pollution in Wutian Nancun. After investigation, it was found that the tape cutting factory located in Ping ‘an Road, Nancun was the source of the accident. Law enforcement officers forced the factory to stop production and seal it up, and the public security department detained the relevant parties. At present, sewage outfalls has been blocked, and measures are being taken to control and reduce river pollution.
At 10: 18 a.m. on the 16th, "Ecological Ouhai" issued the "Continued Report on the Pollution of the River in Wutian Nancun" (hereinafter referred to as the circular). According to the report, after emergency investigation, it was found that Wenzhou Ouhai Wutian Xinlong Adhesive Products Processing Factory, located in Nancun, Wutian Street, was the source of the accident. When law enforcement officers arrived at the scene, the milky white liquid in the workshop was being discharged through the drainage ditch and flowed to the downstream river.
After investigation, the processing plant was put into operation in August 2014. On the morning of March 14th, workers found that the pipeline conveying the glue stock solution was damaged, and the milky white glue stock solution leaked to the workshop floor, and then it was washed by tap water without authorization, resulting in the glue stock solution passing through the workshop drainage ditch and flowing into the river to cause pollution.
According to the monitoring data provided by the environmental protection department,The chemical oxygen demand (COD) and ammonia nitrogen (NH3-N) of wastewater from the workshop wastewater discharge outlet exceeded the standard, and the chemical oxygen demand of water quality in the drainage ditch outside the factory exceeded the standard.In addition to the high chemical oxygen demand, the water quality of river water tends to be normal, such as PH value, ammonia nitrogen and chromaticity.
"The concentration of this pollutant is very high, and a small amount of emissions will also cause a wide range of pollution." On-site law enforcement officers of ouhai district Environmental Protection Bureau introduced to Wenzhou Daily.
According to the aforementioned circular, after the accident, ouhai district Environmental Protection Bureau assessed the river pollution, and determined that about 200 meters of Nancun River was polluted. The bureau contacted the environmental management unit and took measures such as ecological interception and ecological restoration to control and reduce the river pollution.
