With Hong Kong’s national security law, the arrogance of anti-China chaos in Hong Kong has been dealt a heavy blow, and Hong Kong has regained the dignity of the rule of law. With the promulgation and implementation of Hong Kong’s national security law, some anti-China disorderly Hong Kong leaders and key elements, under the shock of the law, either "cut their seats" to protect themselves, or quit politics, or fled overseas, or stopped being arrogant, and anti-China disorderly Hong Kong organizations have scattered. Hong Kong finally ushered in a clear sky. With the Hong Kong National Security Law, Hong Kong’s economy and finance continue to be strong, and the lie of "singing down" Hong Kong is self-defeating. One year after the implementation of the National Security Law in Hong Kong, compared with the 12 months before the implementation, the amount of new shares raised in Hong Kong during this period exceeded HK$ 500 billion, about 50% more, and the total deposits in the banking system in Hong Kong increased by 5.6% to HK$ 14.9 trillion. Hong Kong’s national security law has reassured international investors, and Hong Kong’s status as a financial center has not been damaged at all. With the Hong Kong National Security Law, Hong Kong society has doubled its confidence in "one country, two systems" and its understanding has become more comprehensive and accurate. First of all, the SAR Government and its governance team resolutely shoulder the responsibility of fully implementing the Hong Kong National Security Law. The Chief Executive of Carrie Lam Cheng Yuet-ngor led the governance team of the Special Administrative Region to quickly establish the relevant institutions in the Special Administrative Region to safeguard national security, and the designated judges of the National Security Law were quickly put in place, and the relevant implementation rules of the Hong Kong National Security Law were gazetted and came into effect. The Hong Kong Police Force acted on orders and investigated a number of national security crimes according to law, effectively safeguarding national security and ensuring social stability in Hong Kong. The heroic Hong Kong Police Force has always stood in the front line of curbing violence and chaos, and is worthy of the reputation of the best police force in the world. The Hong Kong Police Force is the pride of Hong Kong, the pride of the country and the hero of Hong Kong. Thirdly, people from all walks of life in Hong Kong who are patriotic and love Hong Kong are United to "support national security" and unite to safeguard Hong Kong’s national security law. There is still a lot of work to be done and a heavy task to fully and deeply implement the Hong Kong National Security Law. I hope everyone in Hong Kong will take responsibility. Everyone will turn their love for the country and Hong Kong and their desire for a better life into conscious actions to abide by, enforce and defend the national security law, thus forming a new situation in which the SAR government and the whole society will work together to implement and defend the national security law in Hong Kong. Only in this way can we give full play to the powerful power of Hong Kong’s national security law to escort, rectify and eliminate evil spirits, ensure "a good national security" and create a good environment for Hong Kong’s better development.

　　Third, Hong Kong has much to offer, and the principle of "patriots ruling Hong Kong" must be strictly implemented. Only by ensuring that Hong Kong is governed by staunch patriots with the ability to govern can Hong Kong be promising. At present, to implement the principle of "patriots ruling Hong Kong", it is necessary to ensure that the upcoming election committee elections, the Legislative Council elections and the Chief Executive elections will be conducted smoothly, that the political power of the Hong Kong Special Administrative Region will be in the hands of patriots and people who love Hong Kong, and that good governance will be promoted in Hong Kong. On the one hand, we must resolutely exclude anti-China chaos elements from the governance structure of the Special Administrative Region. In the Hong Kong Special Administrative Region under the principle of "one country, two systems", people can live and work freely and exercise their rights in accordance with the law, no matter what political stance or viewpoint they hold. However, those who enter the governance structure of the Special Administrative Region must be patriotic and love Hong Kong, and no anti-China chaotic Hong Kong elements will be allowed to infiltrate the governance structure of the Special Administrative Region in any way and become a governor. This is an iron bottom line, which also applies to the Macao Special Administrative Region. To this end, the Hong Kong Special Administrative Region should resolutely implement the relevant provisions of the new electoral system, give full play to the overall role of the Election Committee and the role of the Qualification Committee, strictly control the nomination and qualification examination, and supervise and examine the whole process to plug any possible loopholes.

　　On the other hand, we must ensure the election of staunch patriots with strong governance ability. Governing Hong Kong is by no means an easy task. We will resolutely implement the central government’s overall administrative power over the Special Administrative Region, implement the legal system and implementation mechanism for the Special Administrative Region to safeguard national security, sincerely support the principle of "one country, two systems", take a clear-cut stand to safeguard the constitutional order of the Special Administrative Region established by the Constitution and the Basic Law, be loyal to People’s Republic of China (PRC) and its Hong Kong Special Administrative Region, and dare to fight against words and deeds that undermine national sovereignty, security and development interests and undermine Hong Kong’s prosperity and stability. Second, he is a patriot who is good at solving various contradictions and problems faced by Hong Kong’s development. With strategic thinking and broad vision, pay attention to investigation and scientific decision-making, be brave in taking responsibility, dare to face difficulties and do good deeds, open roads and bridge bridges when encountering water, eliminate all kinds of chronic diseases that affect the improvement of Hong Kong’s social and political ecology, break through all kinds of interest barriers that restrict Hong Kong’s economic development and improvement of people’s livelihood, effectively solve outstanding problems such as housing, employment, medical care, disparity between the rich and the poor, and continuously improve the governance capacity and level of the Special Administrative Region.
